Navigating the American Wine Market in Challenging Times with Blake Gray

Navigating the American wine market is more complicated than ever, with two major issues currently adding to that complexity – the rise of neo-prohibitionism and the impact of tariffs.
To help navigate thesethe rise of neo-prohibitionism thorny issues, the Italian Wine Podcast spoke to W. Blake Gray , an award-winning wine writer and the U.S. Editor for Wine-Searcher , and one of the sharpest industry analysts in the US wine market

Leading the conversation for two special episodes of the Italian Wine Podcast was Juliana Colangelo, co-host of Masterclass US Wine Market.

What is neo-prohibitionism?

The focus of Juliana’s first conversation with Blake Gray ( Episode 2515 ) was the rise of the neo-prohibitionist movement in America.

So, what is neo-prohibitionism?

Neo-prohibitionism is a movement advocating for stricter alcohol policies to reduce consumption, often through measures like higher taxes, restricted marketing, and increased regulation on sales.

The pros and cons:

• Proponents of neo-prohibitionism aim to limit alcohol consumption and reduce the negative impacts of alcohol on public health, individual well-being and society in general.
• Advocates of the movement point to scientific evidence that links alcohol consumption to increased cancer risk and other health problems, while arguing that no level of alcohol consumption is healthy.
• Critics of the movement argue that prohibition is a form of government overreach that infringes on personal choice and overlooks the cultural, economic and health benefits of moderate wine consumption.
Where is the movement based?

As Blake explains, the movement has its roots in America, but its impact is not limited to the US. In fact, anti-wine sentiment is on the rise in Europe, and Blake expresses particular concern at how “anti-wine” the French establishment has become in recent years despite its great culture of wine drinking.
While Blake welcomes measures to reduce problematic drinking, he also observes that research continues to show that moderate drinking is good for you, while conveying the message that “drinking wine is fun and delicious”, especially to a younger audience “who are falling for the [anti-alcohol] propaganda”.

“When America Sneezes the World Catches Cold”

Since the 1929 stock market crash, this sentiment has been deployed to convey how the U.S. economy impacts the rest of the world. Nearly a hundred years later, the concept remains true, with US policy makers as influential now as ever.

The Dietary Guidelines for Americans provide advice on what to eat and drink to meet nutrient needs, promote health and prevent disease. The Guidelines are updated every five years and the new edition for the period 2025-2030 is expected to be released in December 2025, to meet the statutory deadline of 31 December 2025. Robert F. Kennedy Jr., the American Health and Human Services (HHS) Secretary, is responsible for issuing the new Guidelines.

The revised Guidelines could have far-reaching implications for wine consumption, not just in America but globally, setting a new tone for dietary habits for the next five years.

While Blake acknowledges the difficulties predicting what the new Guidelines will actually say, one possibility is that recommended daily alcohol limits will be removed altogether, with the emphasis instead on advising people simply to limit drinking or to drink only in moderation.

Testing the legality of Trump’s Tariffs

As well as the new Dietary Guidelines, the end of the year should also bring some clarity on the legality of President Trump’s tariffs. The matter is currently before the US Supreme Court in Learning Resources v. Trump, and Trump v. V.O.S. Selections, Inc., a consolidated case that will determine whether the International Emergency Economic Powers Act (IEEPA) gives the Trump administration the legal authority to implement tariffs by executive order.

The Court heard oral arguments on 5 November, and a ruling is expected before the end of the year. The outcome of that hearing could determine, amongst other things, the future application of tariffs on Italian wine in the US market.

Blake, in his second conversation with Juliana on the Italian Wine Podcast ( Episode 2524 ), predicts a significant loss for Trump (the first time the Supreme Court will have stood up to Trump in his second term) and describes the President’s legal arguments as “weak”.

Even if Trump tries to reimpose tariffs following a negative Supreme Court ruling, Blake expects wine to be exempt.

Italy’s Secret Weapon

When it comes to navigating the American wine market in these turbulent times, Italy may have a secret weapon. Blake believes the Italian Prime Minister Giorgia Meloni, thanks to her strong personal relationship with President Trump, is well-placed to lead Europe in the fight against future wine tariffs.
